ZackScott made a contest in which viewers were asked to vote on Zack's next building project from several options. A majority of people voted for an Underwater City, which finished construction in Episode 569.
Zack wished to build the city (later referred to as 'more of a town') legitimately, which may be difficult considering glass breaks without any drops. Considering he will make mistakes, Zack may need more glass than he originally thought.
He started the dome in Episode 340 after collecting lots of sand to make enough glass to build the dome. Eventually, he relinquished control to Sicknessxo and her crew to finish the Underwater City. Unlike Zack, they employed creative mode and world edit to finish the city. After months of hard work and eventually giving up, the city was finally finished.
